A permit for a septic system comes from the state. Local government has no role in issuing it, since building permits and septic paperwork move through two separate systems entirely. South Carolina keeps this centralized under SCDES, the agency behind the state's environmental services division. Here's what the process looks like when we manage it for you.
- We contact SCDES and request a site evaluation for your address or parcel. This visit carries the state's $150 site evaluation fee.
- A soil evaluation checks drainage, depth to groundwater, and distance from any stream on the property.
- SCDES reviews the layout and issues a Permit to Construct once the site passes.
- After installation, a technician handles the inspection before the system goes into use.
As of August 2026, having Rock Solid manage this whole process runs $1,500–2,500 depending on site conditions. Many of our installs in the county show up with the permit already done by a builder or the homeowner. Ivan's count is about 95%. If there isn't one on file, we file it online. You point out where the building and the septic system will go, SCDES schedules a field evaluation, and we dig the pits the inspector wants with our own excavator. Ivan's typical permit turnaround is 1.5 to 3 weeks (his estimate as of September 2026), and a busy office can add to that.
