Partly. SCDES regulation R.61-56.1 lets a person construct or repair an onsite sewage system for personal use at his residence without a license (Section III.A). That exemption covers the license only. The system still has to go through SCDES site evaluation and permitting and meet the design standards in R.61-56, which cover tank sizing, setbacks, and soil. As of July 2026, the site evaluation fee is $150, and a Permit to Construct is valid for five years. Some systems cannot be a weekend project at all.
